Invitation to tender for the Evaluation of the Balgaddy Child & Family Centre
The Balgaddy Child & Family Centre (BCFC) is a centre in the heart of Balgaddy in West Dublin that provides a range of universal and targeted services and development opportunities that address the needs of local families.
BCFC has been in operation for 10 years with the opening of a community childcare facility in 2012 and the Child & Family Centre official opening in 2013. In these 10 years, the centre has gone on to develop a range of high quality programmes for children, families and the community. The centre aims to support parents and the community as they create a warm, supportive and secure space for children to grow, develop and flourish in.
South Dublin County Partnership
South Dublin County Partnership (SDCP), is a local development company that aims to tackle poverty and social exclusion, focusing on the most vulnerable groups. SDCP provides governance, oversight and management of the BCFC. SDCP is embedded in the practice of community development, both as an area of work and an approach to engaging with people and groups. Our approach to this work are underpinned and informed by a strong commitment to social justice and equality and an explicit value-base.
The model
The BCFC operates a unique model that delivers a local, intensive family support programme which is enhanced by additional supports and programmes provided by the Partnership, including its expertise and best practices when it comes to governance. SDCP is uniquely placed within county structures to ensure that the centre is well served on all elements of family support which is strengthened by the formation of a Children & Families sub-committee of the SDCP board which has representation and support from the following organisations: Tusla, CYPSC, Barnardos, DDLETB, CDI, Blue Skies, & the South Dublin County Childcare Committee. SDCP is committed to ensure that the centre will grow and develop in line with best outcomes for Children and Families.
Funding
SDCP has invested significantly in the BCFC. They are uniquely placed to leverage the wide-ranging supports that a Family Centre requires including lifelong learning, adult education, children and families, health and wellbeing or employment supports. The centre is part-funded through Tusla’s family resource centre funding stream and through SICAP (Social Inclusion Community Activation Programme). Continued annual funding under Tusla’s FRC funding stream allows us to build the existing work and to ensure the long-term viability of the Centre and its services.
The area
